movement to integrate special needs students into regular schools rather
than segregate them into separate special needs education. |

Responsible for planning, regulation and promotion of Curriculum Division affairs, supporting the creation of open schools, and supporting prefectural high school reform. |
| Human Resources Development Section |
Responsible for planning and implementing teacher training seminars utilizing
the Education Center's extensive resources, offering long term courses
addressing problems in education, and seminars addressing problems in special
needs education. |
| Research and Development Section |
Responsible for pursuing curriculum research, pursuing research related to problems in education, supporting educators' independent research projects, pursuing joint research with other curriculum development organizations, and pursuing special education curriculum research.

Responsible for collecting and providing curriculum-related information, managing and administrating the Curriculum Information Network system, providing curriculum consultants upon request, overseeing the Curriculum Resource Center, and overseeing the Education Center library. |
| School Management Section |
Responsible for planning and implementing school management seminars, pursuing research relating to such training, collecting and analyzing data relating to school management, and leading seminars to develop leadership among educators. |
| Professional Development Section |
Responsible for planning and implementing seminars for new and experienced teachers, pursuing research relating to such training, giving teachers opportunities to get hands on experience in businesses and other non-school venues through special seminars, and pursuing research relating to giving effective intra-school seminars. |

Responsible for planning and overseeing Education Counseling Center affairs, offering educational counseling and career guidance, furthering the development of educational counselors, creating an Education Counseling network, and researching the educational and career guidance fields.
